1. Recommendation: Program Focus: UNDP needs to rationalize the scope of the Public Sector Capacity Development Programme (PSCDP) in line with its comparative advantage and expertise.

Management agrees with this recommendation. As currently designed, the Program is indeed complex and difficult to coordinate. The need to rationalize the Program is further justified by the fact that some components dealing with public, financial and economic management have now been moved to the Public Financial and Economic Management Reform Program (PFEM RP). UNDP will assist in the development of a rationalized Program Support Document (PSD) in the new 2012-2016 UNDAF Cycle

Already, UNDP is the Co-Chair of the Public Administration Sector Working Group (PA SWG) intended to transform into a PA SWAp. As such, UNDP agrees with recommendation and will ensure that the new Program design follows SWAp arrangements.

3. Recommendation: Program Management: The Program should continue using existing national institutions for implementation. However, both GoM and UNDP should be cognizant of the overstretched civil service capacity (mainly due to large number of vacancies in the establishments and inadequate experience and knowledge in utilization of Development partners (DPs) program resources) and provide for adequate HR in the budgets to supplement limited GoM resources and enable the filling of some key program management vacancies.

UNDP agrees with this recommendation. However, considering that Government?s efforts are now towards phasing out of Program/Project Implementation Units (PIUs), any support to program vacancies should be accompanied by a clear exit strategy.

Indeed the undertaking of a comprehensive Human Resource Survey is critical particularly now that Malawi is going into a new strategy ? the 2012 ? 2016 Malawi Growth and Development Strategy (MGDS II). It should be noted that both MGDS I and II do not have a human resource requirements to support the implementation. Under the new 2012 ? 2016 UNDAF, UNDP will support not only procurement functions but also capacities in key sectors consistent with MGDS II.

5. Recommendation: Program Funding/Resource Mobilization for PSCDP: The reformulated PSCDP should include a Communication and Resource Mobilization Strategy to facilitate the mobilization of funding from DPs.

UNDP agrees with the recommendation. From past experiences, mobilization of funds for the Program was challenge because there was no prior engagement of DPs during the design process. In addition, many stakeholders were not aware of the activities that were being implemented under the Program. As we work on the new PSD and to ensure that other DPs leverage the Program, UNDP will work closely with OPC to ensure that stakeholders are not just aware but involved in both the Program design process and implementation.
