Recommendation: Programming principle - human rights: The UNDAF should contribute to accountability and the rule of law by making much stronger linkages to Malawi?s international human rights obligations and human rights principles, targeting marginalised and discriminated groups, building capacity of duty bearers to meet their obligations.

5. Recommendation: The UN should pursue a more modest, focused strategy around Climate Change, DRM and community based environmental regeneration linked to its resilience efforts.

This recommendation is partially accepted: The UNCT recognizes the need for environmental concerns to be prioritized and the UN is progressively pulling Agencies working on Climate change, DRM and resilience together through joint work. The reference to a focused strategy is well understood but it is not clear what is meant by ?more modest strategy?. Climate change work is ongoing at community and district level and is being linked to resilience and sustainability.

7. Recommendation: On Decent work, livelihoods and pro-poor private sector growth. The Malawi Innovation Challenge Fund has been a success. Other means of supporting similar investments should be tried i.e. creating partnerships where WFP assistance is used to support investment in SMEs.

This recommendation is partially acceptable: The Malawi Innovation Challenge Fund is still under implementation and it is too early to speak of success Efforts are ongoing to engage other UN Agencies (in particular WFP) on the Malawi Innovation Challenge Fund In addition a clear link with core labour standards be promoted so that they are respected, promoted and realized.
