UNDP currently cannot justify for the choice of L4R and there are no previous documents which can be referred to, for the project. This was a good initiative of capacity building of the District Health Teams to engage the community members in solving their problems including HIV/AIDS in their communities. Botswana Ministry of Health is a centralized system in which one size fits all does not always benefit different communities as they have different fueling factors. UNDP left it on the way and PEPFAR took over to complete the CCE and Leadership program and institutionalized it at the ministry of local government and rural development (MLGRD). Institutionalization leads to the sustainability of the programme.

7. Recommendation: The idea of having self-financing breakthroughs should be changed and make budgetary provisions for members to meet regularly and implement the breakthrough initiatives. Breakthroughs should be constituted of members coming from the same geographical areas to cut on travel and other costs associated with distant coordination.

UNDP currently has projects like law and HIV in which multiple countries are funded for the same initiative of legal environmental assessment and they come together and share their experience and challenges.
