1. Recommendation: - For the future use of VCA, the standard needs to be set for the development of VCA to be used for the CCA planning. The approach and methodology of developing the VCA should make use of related scientific data and information for in-depth analysis of CC impacts at site level. - Preparation of a Handbook and general guideline on VCA could also be useful for future similar CCA projects. - It is also recommended that the final summing up workshop with participation from all involved stakeholders should be arranged where the VCA procedures (incl. improvements) and integration of CC risks into DRM planning and practice are discussed

A consultant was engaged to work with the field teams in the three pilot provinces to strengthen the structure and information of the VCA reports, during the third quarter of this year. A working group meeting was also organized to discuss the improve drafts. The final reports as well as another report on the use of Geographical Information System (GIS) to support the VCA process were disseminated at the national policy forum in October 2013 and provided to the key line agencies at the central and provincial levels.

2. Recommendation: - It is recommended to focus on a few numbers of the most successful small grant activities (listed earlier in the report) to ensure the sustainability of the activities, 32 and that they respond primarily to the effects of climate change and ensure that on-going activities will be sustainable at community level. - The approach and methodology used by TRCS and SDF for the implementation of the small grant activities has merit, despite the fact that it is different in its perspectives. It is worthwhile to document both approaches and methodologies as lessons learned in detail.

During the last 3 quarters of the project, there has been the process to consolidate grant activities in each pilot province. The different approaches of two responsible parties in the field in administering the climate change adaptation action plans are analysed and recorded in one of the knowledge products of the project.

3. Recommendation: - There should be a continuation of the efforts to integrate CCA plans into provincial and sector level by completing the remaining activities. - A summing- up workshop with participation of key stakeholders from all levels should be arranged to discuss the achievements and results of the process and the possibilities and future approach of integrating the CCA plans. ? There is a possibility for the integration of the activity at local policy level (e.g. DMCR, Irrigation Department, TAO, etc.); therefore, it is recommended that the project holds a discussion with the relevant potential agency at local level to consider the possibility of handing over the activity for the its continuation after the project has ended. This is to ensure the sustainability of the activities.

With more consolidated grant activities (as explained on management response # 2), the project teams also made more streamlined efforts to link and/or integrate the adaptation activities into development planning process at the provincial and local levels. The attempts were more successful at the local level due to a more flexible planning and budgetary process; a total of 6 activities were put into local development planning with allocated budget in all three pilot provinces. However, the project was not successful in integrating the adaptation action plans into the provincial development plans. This is due to several factors including, the results were not evident enough to convince the provincial decision makers, the lack of systematic capacity building process to engage provincial line agencies, for example.

4. Recommendation: - Any available budget is used for the development of IEC (Information, Education and Communication) materials to present best case stories and lessons learned from the project. It is recommended that the PMU together with partner organizations select three successful case stories from each provincial site intervention (i.e. the coastal management in Trang, the rice production in Pattalung, and the Nipa Palm rehabilitation in Nakorn-si-Thammarat). - A consultant team (preferably with a journalist background) is hired to facilitate the process of writing up the best practice (case stories) as well as a video production to be developed using the 3 selected cases, and to be presented for PR purposes.

A report was commissioned to analyse key 3 case studies from the three pilot provinces. The case studies were presented and discussed at the national policy forum participated by over 200 representative from line agencies, CSOs, academia, development partners, and media. A documentary series capturing the project results was produced and will be subtitled in English to be shared among the international adaptation networks, as well as show casing at the ASEAN Forum on Disaster Risk Reduction and Climate Change Adaptation to be hosted by Thailand in June 2014.
