UNDP needs to provide a two stage process training to strengthen the operational capacity of CSOs: before project implementation and during project implementation to enable addressing ongoing weaknesses.

Operational management: Improve risk assessment of grantees (CS implementing partners) in terms of their capacity to deliver; Improve the content and methods of capacity building for grantees or CS implementing partners in view of risk assessment results; UNDP should continue with the good practice of field visits during project implementation process.

UNDP needs to promote and improve working relationships among CSOs to enable experience exchange and to avoid duplication of activities particularly in the same area of intervention; UNDP needs to promote greater interaction between CSOs (implementing partners) and local MINFAMU offices since this communication has grown stronger between CSOs and MINFAMU at central level.
