1. Recommendation:

Ensure community ownership and participation through periodic meetings in which the status, progress and key issues related to the CDP are communicated and discussed with community members and beneficiaries

ADF II PMU holds village meetings during scoping missions and monitoring visits. CMT and Village Councils have been meeting with communities and are being consistently reminded to facilitate such meetings.

3. Recommendation:

Progressively, by allowing for the development of absorptive capacity of trainees, provide job and management training and skills to both CMT and workers with incentives to allow them to do their work efficiently. The management and entrepreneurship skills should also include book-keeping, M&E, records and other management tools with assigned roles and responsibilities that will allow for accountability.  Provide further advisory support to CDPs through CDOs and eventually ToT mechanisms supported by NUNVs to enhance the rhythm and quality of implementation of CDPs.

Noted.  During scoping missions training is provided on business management, good governance and reporting. Training of Trainers was done by NUNVs in Regions 1 (part), 7, 9 (part) on project management, financial management, monitoring and evaluation. Targeted training is provided during monitoring missions. Areas that need strengthening will be reviewed with the view of improving.

5. Recommendation:

Strengthen and coordinate the support provided by other government agencies, UN Agencies and other institutions and CSOs at local village level to provide technical assistance, public goods and externalities that benefit the CDPs.  Promote networking and clustering as well as exchange of experiences among similar projects through project twining that may lead to economies of scale and saving time and resources.

6. Recommendation:

Improve design of projects through sector oversight and coordination provided by the PMU, sector agencies, CDOs or exchange of experiences among similar projects to avoid mistakes and pitfalls that hinders the quality, profitability and sustainability of the proposed business venture: guest house, tourism, eco-lodge, Village Shop, Transportation, agriculture, livestock, etc.

7. Recommendation:

To overcome the limitations in terms of monitoring economic and social progress, tools should be developed in order to collect key indicators from each CDP – grouped for same or similar initiatives. These indicators would be: direct and indirect number of jobs created (disaggregated for men and women as well as youth between 18 and 24 years), new income generated or increase in income generation, volume and price paid for goods and services.
