1. Recommendation:

Recommendation 1: The results obtained by the project as well as the challenges and opportunities ahead, open the overall expectation for a second phase, to scale up and replicate, it is recommended to map donors and projects in the design phase. Thus, a second phase can be assumed by a new donor, or outcomes or activities of the current project can be included in other projects being designed. (UNDP; MONRE)

Fully accepted. A second phase for an ABS project, if any, will help Vietnam not only identify the existing shortcomings of the ABS regulatory system, but also help Vietnam improve the legal framework, capacity as well as replicate the results of the ABS project nationwide.

Partially accepted. The methodological, legal, and institutional tools developed in the Project could be shared as lessons learnt. However, in order to utilize these tools to support other countries in the region to implement Nagoya Protocol on ABS, this should be capitalized under regional projects, which Vietnam and other countries are co-implementers. That the formulation and existence of such regional projects depends largely on time, resources and other matters.

4. Recommendation:

Recommendation 4: Several things need to happen before the project can be formally closed. In this sense, the TE considers it important for the project to draft an exit strategy involving all major stakeholders, to generate the engagement needed to fill the existing gaps, as well as to replicate and scale up the results achieved. Fully accepted. In order to strengthenging biodiversity conservation in general and ABS in particular for the next decade, at the moment, MONRE is developing the new National Biodiversity Strategy and Action Plans (NBSAP) till 2030 which also involve all major stakeholders on ABS and scale up the results achieved. This also contribute to implementation of Global Biodiversity Framework post 2020.

5. Recommendation:

7. Recommendation:

Recommendation 7: The project has strengthened capacities in the management of access to genetic resources, which plays an important role for the ABS system to be sustained so that new ABS agreements are implemented or continue with some that were initiated by the project such as the Clearing House Mechanism. However, these efforts should be further institutionalized since there is no evidence suggesting there is a clear course of action on project activities committing key stakeholders after the end of the project (MONRE)

Partially accepted. MONRE continue to engage the relevant stakeholder through continuing implement the Government’s Decision 1141/QD-TTg dated 27 June 2016 on Approving the Project on capacity building on management of access to genetic resources and fair and reasonable sharing of benefits arising from the use of genetic resources in the 2016-2025 period that have a clear plan for involvement of key stakeholder till 2025. Furthermore, MONRE is now developing the NBSAP till 2030 with ABS is one of key contents. This Strategy will further strengthen the capacity on ABS in Vietnam through capacity building, raising awareness and scaling up model on ABS and stakeholder engagement model.
