1. Recommendation:

Need of improved M&E systems with a clear logical framework matrix with SMART indicators and measurable targets which should be developed with technical assistance of GEF project designers who are familiar with Theory of Change that more strongly linked baselines with project outputs, direct outcomes, intermediate states and long-term impacts

Allocate sufficient funds to support IP for its own capacity building and logistical support for M&E.

1. SGP OP5 had followed the indicators designed during the OP5 project inception. 

2. As TE evaluation recommended, specific thematic areas based SMART indicators will be designed for the OP7 SGP.

3. Each project wise result will be updated in the MIS periodically by the PMU

4. Sufficient fund may be allocated for capacity building on M&E

2. Recommendation:

Implementing agency need to have access to a regional technical expert who should be consulted whenever required. Given the diversity of expertise required to manage projects related to CC, BD and LD, a regional technical expert and one of these themes should be used to provide oversight management and expert consulting whenever required.

The OP7 will ensure continuous involvement of Regional Committee members (team of experts from Government R&D Institutes, Universities, CSOs etc) in M&E and for  providing technical handholding support to the NGO partners

All funds from OP5 are completely exhausted. No funds were released to UNDP under OP 6 as the project did not take place.
