Recommendation 1 – Hire a consultant in order to refocus work on setting up one-stop shop mechanism with TurSEFF and/or OIZs

Refocusing on setting up one-stop shop mechanism and working on financial mechanism as soon as possible will be realized by existing team composed of Local Finance Consultant, and international CTA due to effectiveness and efficiency purposes. Both consultants’ work plan will be revised and include new tasks focusing on using private sector funding or funding through IFIs for implementing motor replacements.

2. Recommendation:

Recommendation 2 – Extend project timeline with a request for +18 months extension no later than mid-2021

A 18-months extension is already considered and necessary actions to be taken by the project management unit to submit a request for extension to GEF in order to finalize all remaining activities and ensure longer-term sustainability of the project. The necessity of the extension is also discussed with the beneficiary and the decision for the extension by the steering committee will be taken in the next steering committee meeting.

3. Recommendation:

Recommendation 3 – Initiate discussions with KOSGEB on replication phase

Discussion on the replication phase and the role of KOSGEB are already initiated at the highest level, i.e. Ministry and RR level, in August 2020. The project needs to finish successfully the motor replacement process in at least 2 OIZs to motivate KOSGEB for the replication phase.

A detailed discussion will be undertaken specifically on replication, following motor replacements in at least 2 OIZs, with KOSGEB team. Discussions will include reducing grant contribution (subject to the KOSGEB regulations), and financing or co-financing audit costs for SMEs.

Recommendation 4 – Ensure correct and appropriate monitoring of direct project impacts

Data regarding the baseline electricity consumption and operational characteristics of electric motors at selected SMEs have been collected.

Development of an MRV system will also be included to measure the actual energy savings and associated GHG reductions in some selected SMEs by the help of EMUs.

5. Recommendation:

Recommendation 5 – Improve cooperation with EMOSAD with frequent meetings and consider signing an MoU for cooperation

Based on the recommendations to maintain and improve the quality of energy and GHG data from EMOSAD and other sources will be maintained by the Directorate General of Strategic Researches and Productivity (GDSRP).

GDSRP, PIU 2020/12 Completed Broad coordination online meeting was held in 20th November 2020 with the participation of DGSRP, General Manager, Head of Department, PMU and 9-member motor manufacturing company representatives. Active involvement of EMOSAD in project activities and improve data collection based on an Activity Plan to be prepared. PMU, DSRP experts and EMOSAD team met in 14th December 2020 to settle the common activity plan. History
6. Recommendation:

Recommendation 6 – Replace co-financing of GAMAK with the goal of making sure that co-financing ratio of at least 7-1 is met

GAMAK is one of the major domestic motor manufacturers having a considerable share in domestic market, therefore it is considered to be a better option to take action to include GAMAK in the project activities. Inclusion of GAMAK in the project activities will be maintained through meetings with participation of PIU, GDSRP, and EMOSAD.

Three Project Board meetings will be carried out annually, next one to be held in October 2020 as recommended, in order to pave the way for a more strategic forward-looking discussions where ways to achieve end of project targets are discussed.
