Justification: The conditions at UNDP Turkiye office have changed significantly which necessitates a re-design of this portion of the Evaluation Plan. In addition, Turkiye belongs to the upper middle-income country group (UMIC). As such, CO has very limited core and TRAC resources which need to be carefully invested into M&E and programme development. In the light of the above, UNDP Turkiye office wants to merge outcome evaluations for outcomes 2.1 and 4.1. UNDP Turkiye office wants to evaluate Outcome 4.1 (mainly corresponding to Inclusive Democratic Governance (IDG) area) and Outcome 2.1 (corresponding to Inclusive Sustainable Growth (ISG) and Private Sector area of) together, first because there have not been many evaluations under Outcome 2.1 and also because most of the topics covered under IDG have been concurrently taking place under Outcome 2.1 (especially with regards to elderly, persons with disabilities, gender empowerment etc..). The office needs a re-capitulation of performance for this outcome as well as recommendations for future directions. Outcome 2.1 also includes private sector interventions which have not been properly evaluated although most interventions in private sector has been going on for more than a decade.

1.4 By 2030, ensure that all men and women, in particular the poor and the vulnerable, have equal rights to economic resources, as well as access to basic services, ownership and control over land and other forms of property, inheritance, natural resources, appropriate new technology and financial services, including microfinance

1.5 By 2030, build the resilience of the poor and those in vulnerable situations and reduce their exposure and vulnerability to climate-related extreme events and other economic, social and environmental shocks and disasters
