Justification: The conditions at UNDP Turkiye office have changed significantly which necessitates a re-design of this portion of the Evaluation Plan. In addition, Turkiye belongs to the upper middle-income country group (UMIC). As such, CO has very limited core and TRAC resources which need to be carefully invested into M&E and programme development. In the light of the above, UNDP Turkiye office wants to cancel one outcome evaluation on Outcome 3.1. The portfolio serving Outcome 3.1 is growing, all the projects serving Outcome 3.1 had at least one Final Evaluation (some had both an MTR and a Final Evaluation). UNDP M&E function will perform an in-house synthesis study to show areas of strength and weaknesses as well as future directions for the office. There are 4 completed evaluations which are vertical fund and EU projects as well as 10 upcoming vertical and EU fund projects lined up for 2024 and 2025. Therefore, instead of devoting significant resources for this Outcome area, UNDP wants to make a synthesis of all the wealth of information produced within this Evaluation cycle.
