Project to "Support in achieving Millennium Development Goal 9 (MDG 9) to ensure human rights and foster democratic governance" was implemented by Institute of Philosophy, Sociology and Law of Mongolian Academy of Science (IPSL of MAS). Implementation of MDG 9 to ensure human rights and develop democratic governance among the other MDGs is recognized as a new practice for the Millennium Declaration (MD) and results of the project executed by the UNDP were recognized as case of good practice in Mongolia as well as in other countries. Selection of IPSL, the research organization with previous experience in working on human rights and democratic governance, as implementing agency was the right decision. Changes have taken place in the government structures where the capacity has built during the project period thus capacity building is required for replaced. Defining governance interventions is more useful to be done after the release of MDG 9 indicators base year data. Based on results of democratic governance implementation measured and government interventions analysis undertaken mechanisms have to be developed to influence on government actions.
