Exit strategy should be gradual. Review also reported that PIU was instrumental to high delivery. Strong leadership and management in PIU have been key to Project success. Project component of excellence has been the development of coordination mechanisms for greater articulation between various justice institutions. Construction of Palaces of Justice also contributed to this effect. Both components should be monitored for efficiency and sustainability.
