The UIP and the UNDP will continue to analyze the links between poverty and access to justice and feed this information in for the project design for phase II. Already these linkages were reviewed in the PACAJ study on gender issues in the Administration of Justice and Police done by the CFJJ with project funds.

During implementation, PACAJ has undergone two surveys on knowledge management at district and provincial levels to assess the opinion and capacity of stakeholders in the justice sector. NGOs and local radios have been working on legal awareness. The IPAJ has developed TV programmes on legal awareness. The assessment of justice capacities should be done following pilot project activities.

We agree with the recommendation and suggest doing both capacity building of CSOs and using them for activity implementation. Experience demonstrated low capacity in CSOs, especially at local level. Future project should contemplate training in financial management and RBM. Next project should plan for high maintenance activities with CSOs.

Reporting templates and financial training were provided to the NGOs mid way during PACAJ implementation, and reporting improved substantially. However, with high turnover ratio, training should be repeated, and close monitoring of report quality is necessary.

Exit strategy should be gradual. Review also reported that PIU was instrumental to high delivery. Strong leadership and management in PIU have been key to Project success. As an intermediate measure, the PIU could be recognized as an integral part of the MoJ, strengthening the IP capacity to take over in the future.

Project component of excellence has been the development of coordination mechanisms for greater articulation between various justice institutions. Construction of Palaces of Justice also contributed to this effect. Both components should be monitored for efficiency and sustainability. The development of project video on these sectors of excellence will contribute to the dissemination of the new concept of integrated justice. As recommended in PSC, the video should be shared with universities and shorter version should be posted on various websites and programs.
