1 Improving energy efficiency in Mongolia?s building sector has huge potential for which MoEGD and MoCUD will require technical assistance.
2 Improve capacity of MoCUD and its agencies under it to ensure all new commercial and residential apartments buildings are designed and constructed following new building codes norms and standard throughout the country
3 GoM funding towards EE in building should be designed for two target end users - (a) retrofitting the government buildings as per new BCNS, and (b) individual home owners and Ger dweller to avail bank financing for constructing EE houses as per new BCNS.
4 GoM reviews the pricing of energy to develop a two-part tariff to include the cost of energy demand (based on the area) and actual monthly consumption.
5 Organization such as MACE should be strengthened to continue the awareness rising on energy efficiency in buildings.
6 The PIU should document its achievements and impacts in the building sector by publishing articles jointly with MUST, in local journals and new magazine

With the trainings on EE buildings, technical capacity of the staff from both Ministries was substancially strengthened as evidenced by evaluation ratings for Outcome 1 and 2 ? ?highly satisfactory and satisfactory outcome have been achieved?. As the building sector rapidly advances in Mongolia, improving energy efficiency became an important development aspect which require further programming and assistance from development partners. It is an area on which UNDP could seek further opportunities as UNDP Strategic Plan pays special attention to energy efficiency and includes a specific output on to achieve increased energy efficiency.

Construction development centre (CDC) is responsible organisation for implementation of new building code in design field. Deputy director and several staffs participated all project activities and also PIU staffs conducted at least once per year training on new codes and EE building in that centre

PIU developed rule for supporting EE buildings including new and retrofit houses. Joint working team of 2 Ministries worked on this draft of rule and submitted to Ministers. Main requirement is all those buildings have to meet ?A? rate of new building code requirement

Law on Energy Efficiency is expected to be discussed in the Parliament 1st half of 2014 It will help to review the pricing of energy. But tariff based on area will not change soon because of social issues related on old apartments with high energy consumption.
