Justification: At the time of its development, the Belize Country office had included a series of programmatic (outcome) evaluations within its CO schedule. These evaluations were envisioned as precursor evaluations, complementing planned CPD evaluations. Although scheduled, finances supporting these evaluations were not earmarked within CO sources of finance. A reduction in CO TRAC allocation forced a CO decision prioritizing portfolio development (Resource Mobilization) and the servicing of CO existing co-financing commitments. Attempts to consolidate resources earmarked for project evaluations as a means of funding CO Programmatic Evaluations were advised against by associated Regional Advisors. The result of this being the unavailability of funds to carry out as per schedule. The Energy and Environment Portfolio recommends the removal of the E & E Outcome Evaluation from the CO Evaluation Plan. It is the understanding of the portfolio lead, that outcome evaluations to be conducted in association with the CPD Mid-Term Evaluation (December 2019), can adequately assess relevance, efficiency, and impact of the Energy and Environment programme.
