Justification: Following a review of the Evaluation Plan with the team, it is recommended to remove the
mid-term Country Programme Evaluation from the current plan. The Independent Evaluation Office (IEO) has notified the Country Office that an Independent Country Programme Review (ICPR) will be conducted in 2020 and the process for this review has commenced. The ICPR will be used to inform the development of the new Country Programme Document. This Evaluation will engage with the same partners for which the mid-term Country Programme Evaluation would have engage, therefore, this would provide similar insights and information on the report. In light of the Covid-19 pandemic, theavailability of and access to key partners is severely restricted and therefore a coordinated approach would be beneficial and more considerate to all involved.
Furthermore, General Elections in Belize are projected to be held in November 2020 and
undoubtedly will also impact the availability of key government counterparts to actively
engage and participate in the Mid Term CPD evaluation.
In view of the above and to ensure better coordination and utilization of resources, it is
recommended that the CO utilize the ICPR as its tool for the new CPD and thus forego the
mid-term Country Programme Evaluation.
