To ensure timely finalization in Q4 of a series of key knowledge documents on pilot activities and extraction of emerging good practices to enable sufficient time for knowledge exchange and dialogue with key partners on follow-up steps and application/replication potential (e.g. wrap-up meeting, presentation of final results (SoI-SIS, GeoPortal-FORMIS, BDS-PFES integration, PGA-GRM piloting etc.).

To prepare for appropriate closure of the Programme (end of implementation of activities by December end 2018, financial reporting by end of June 2019), including clearance to make use of remaining funds for implementation and financial closure related to VAT return and interest on Programme funds

Build on the detailed exit strategy developed, intended to anchor REDD+ and SFM into the strategic national policy agenda, to implement and sustain the transformation of the forestry sector, in order to ensure continuation of NRAP implementation through the key elements of ownership, institutional embedding, capacities and financial resources

While recognizing the pivotal role of the State Steering Committee Office (former VRO) in coordinating REDD+ related initiatives and interventions in Vietnam, supporting capacity development and knowledge exchange, securing Post-Programme funding is essential for effective continuation of its role in transition to future internal funding through RBPs from 2021.

Consider the need for additional support, Post-Programme, for certain specific thematic areas where and when needed to be provided by UN-REDD regional or global support and/or through the technical expertise of the UN agencies (as reflected in the exit strategy), e.g. specific global experience related to requirements for future RBPs, monitoring of safeguards implementation, private sector engagement in agricultural investments etc.

All programme activities are to be completed by December 2018. Key documentation on lessons learnt will be done by December 2018 and finalized during the first quarter of 2019. Activities for sharing lessons learnt and handing over key products/progress will be done in parallel and to be finished by June 2019.

Agreed in principle, noting that the closure procedure needs to be compliant with the PIM and related agreements between partners in the accountability framework of the Programme. A paper specifying closing provisions of Programme operation and account has been developed and shared with EG members for decision during EG6 meeting.

Agree. Intend to get access to the GCF’s pilot RBP Program for continuation of NRAP implementation

The exit strategy identifies a series of relevant directions and initiatives to pursue, strengthen or explore. It requires a broad mobilization of VNFOREST but also other sectors and stakeholders including support from partners. The Government of Vietnam in general, and the State Steering Committee Office for SFD and REDD+ implementation together with VNFOREST in particular, will refer to the exit strategy as a guide to further coordinate and monitor overall REDD+ progress in Vietnam. In practice, a REDD+ full implementation concept note (not called project as there are no specific core funding) is being formulated to mainstream the exit strategy into the practical M&E system and dash board that will be used by the Office for managing the process.

Agree in principle

Significant progress was made in 2018 in institutionalizing the SSCO, but consultations on post-UN-REDD support to the SSCO have not enabled to secure direct and additional finance. The Government is committed to support the SSCO in 2019 and 2020 with an annual budget of about USD31,000. Further priorities and needs are being documented through the REDD+ full implementation concept note, which remains a living documents and will be updated gradually as more resources are identified.

Agreed.

UN agencies will provide technical assistance mainly in the form of the UN-REDD technical expert inputs through the UN-REDD Programme Technical Assistance (2018-2020), for REDD+ implementation[1], this supports the following areas of work:

  • Support planning reforms for integrated land use planning
  • NRAP M&E and roll out for monitoring of REDD+ implementation
  • FRL/NFMS/MRV at national level to access GCF RBP pilot and harmonization with FCPF and NDC
  • Aligning Ethnic Minorities-forest-business development agenda
  • Enhancing performance of existing national funds and investment programmes that implement policies and measures for REDD+ 

Further assistance from the UN is anticipated, subject to additional resource mobilization, on:

  • Innovative finance for carbon PFES and engagement of private sector and financial sector in particular
  • Project formulation and accessing international climate finance (GCF among others)
  • Operationalizing the Vietnam REDD+ Fund
  • Safeguards related assistance in relation to the SIS and SoI.
