To improve design of the Access to Clean Energy project or similar projects that have central-state government interactions, project preparations should include more resources for project designers to add more details of the administrative actions to start the project, notably how Ministry of New and Renewable Energy communicates with the State Nodal Agencies and delegates tasks to them. Project preparations of these types of projects may want to consider additional tasks (instead of forming them at the inception phase).
