Justification: The Strengthening National Systems for UNCAC Implementation , project (00100299) with funding from UNODC, UNDP and US State Department under the CARSI initiative commenced in September 2017 and was completed September 2019. The project had as its main outcome being an improved national system to facilitate the effective implementation of the UNCAC and governance improvement measures. The project outputs designed to support this outcome were as follows: 1. National gender sensitive assessments of corruption conducted and disseminated 2. Institutional architecture, and national capacities for anti-corruption enhanced 3. Increased awareness nationally of corruption and the national anti-corruption reform agenda In order to achieve these results, the project drew on the technical expertise from both UNODC and UNDP in supporting the government. UNODC would assist government in the Country Report as part of Output 2, and UNDP would engage with government in encouraging CSO, including women’s organization participation during the assessment, planning and capacity development processes to participate in its implementation. Additionally, UNDP would employ a rigorous public information and advocacy campaign to address the embedded cultural acceptance of corruption. UNDP was able to complete the draft national gender sensitive assessments of corruption; however, the Government did not move forward with the report as they waited for the Final Country Assessment Report to combine the recommendations. The partnership with UNODC allowed for international training for legislative and judicial bodies, CSO and government officials to missions to Grenada, Jamaica, Panama and Vienna. This allowed partners to understand better the lesson learnt from other countries on their implementation of UNCAC. Additionally, experts from Botswana and Panama were utilized in assisting the Government in completing the country assessment with UNODC assisting the Government in its selection of peer reviewers, Tuvalu and Haiti. It was anticipated that the final report of the country assessment would have been released by September 2018, allowing for 1 year of implementation of the recommendations contained in the report. Unfortunately, the final report was not received by the country until July 14th, 2020. While awaiting the country report, UNDP undertook some aspects of public awareness on the process of UNCAC as well as engaging schools on understanding aspects of anti-corruption reform. While this activity was minor, it allowed for continued visibility within the country while waiting for the final report. Additionally, during this period, there were several changes of Attorney General Ministry’s focal point for the project which further delayed the government’s side on approving communications material, finalizing draft self assessment report, and limited follow up with UNODC on the final report. Due to the challenges associated with the implementation of the project caused by the delays in completing the self-assessment and in particular the receipt of the final report, the Donor, CARSI, was un-willing to extend the project timeframe as requested by UNDP. Based on this, the project was unable to continue with the work on improving legislation on public procurement, training on legislation drafting, recommendation implementation, increase public awareness highlighting actions of improvements. Furthermore, the project evaluation which was to be undertaken after the main activities including the report ere completed, was delayed with the expectation that it could follow these activities, possibly with a project extension. However, with the curtailing of activities and non-agreement to the project extension, the final evaluation was not realized.
